The primary objective of this historic funding package centers around a substantial $4.2 billion increase in teacher salaries. In larger school districts, those with over 5,000 students, teachers will see significant raises—a $2,500 salary increase after three years of teaching experience and an impressive $5,000 increase after five years. Smaller districts, with under 5,000 students, will implement a similar structure, offering teachers a $4,000 raise after three years and an $8,000 raise after five years.

In addition to teacher pay, the funding plan allocates $1.3 billion for fixed costs, addressing essential operational expenses such as insurance, utilities, and transportation. Furthermore, the bill earmarks $2 billion for vital educational services, encompassing special education, pre-kindergarten programs, early learning interventions, and career and technical education.

Enhancements to school safety are also included in the funding proposal, with $430 million dedicated to improving safety measures across Texas schools. As part of the overall increase in funding, the basic per-student allocation will rise by $55, elevating the total amount from $6,160 to $6,215. Districts may also receive additional funds based on various funding weights established in the new financial formulas.

Specific estimates suggest that the Dallas Independent School District (DISD) will benefit significantly, gaining an extra $66.5 million in 2026 and $105 million in 2027. These funds are essential as DISD officials had previously anticipated a budget shortfall of about $120 million for the coming school year. The implementation of this bill is seen as crucial to mitigating such financial challenges.

The approval of House Bill 2 came with overwhelming bipartisan support from lawmakers, passing with a vote of 122-13 in the Texas House. In addition to bolstering teacher salaries, the legislation represents a significant reform in state funding for special education, thereby enhancing services for students with disabilities.

The increased funding is a direct response to previous demands from schools for more resources to address ongoing funding shortages and rising operational costs.
