Plano, Texas – The U.S. Department of Justice (DOJ) has officially closed its investigation into the EPIC City development, a proposed community centered around the East Plano Islamic Center (EPIC), citing no grounds for lawsuits or charges. This decision marks a significant moment for the development, which has been under scrutiny since it was announced.
EPIC City is intended to encompass more than 1,000 homes and apartments, as well as a faith-based K-12 school, a community college, and various recreational facilities. The development is situated approximately 30 miles northeast of Dallas, on a sprawling 402-acre site spanning Collin and Hunt counties.
The investigation into EPIC City was prompted by concerns articulated by U.S. Senator John Cornyn. He sought clarification on whether the development could potentially discriminate against non-Muslim residents, particularly Christians and Jews. There was significant apprehension that EPIC City could become a “no-go zone” for people of certain faiths, leading Governor Greg Abbott to halt the development before it reached the permitting stage, due to potential violations of the 1968 Texas Fair Housing Act.
In response to these fears, Governor Abbott signed House Bill 4211, aimed at preventing any future development that may impose restrictions based on religious affiliation. However, the DOJ’s closure of the investigation was influenced by EPIC’s claim that the community would be inclusive and available to all residents, regardless of their religious beliefs.

Multiple agencies, including the Texas Attorney General’s office and the Texas Workforce Commission, continue to examine aspects of the EPIC City development. The investment group behind the project, Community Capital Partners, asserts it operates within the framework of HB 4211, expressing support for the new regulatory measures.
Currently, the EPIC City project remains in its preliminary phases, with no formal permit applications submitted to the county. Preliminary studies, including a traffic impact analysis and an environmental study, have been completed, yet the developers have not commenced the permitting process. The Council on American-Islamic Relations (CAIR) has characterized the DOJ’s decision as a victory against what they label an “Islamophobic witch hunt” initiated by Texas officials.
