Dallas – Dallas Independent School District (DISD) officials are considering stricter measures against students who compromise campus security by propping open locked doors. This review follows a violent incident at Wilmer-Hutchins High School in April, where a student facilitated an armed classmate’s entry onto campus, leading to multiple injuries.

On April 15, Tracy Haynes Jr., 17, entered the campus armed with a firearm after another student opened a secured door for him. Once inside, he shot four students and a teacher, underscoring the potentially grave consequences of security breaches within school grounds. The district’s board is scheduled to discuss proposed changes to the code of conduct during their upcoming meeting on Thursday.

As it currently stands, the student who opened the door could face “administrative penalties,” categorized as a Level II offense under DISD’s regulations. Such penalties may range from community service to mandatory placement in a Reset Center, designed for behavioral improvement. However, modifications to the code of conduct suggest that this type of violation could escalate to a Level III offense, which would necessitate placement in a disciplinary alternative education program.

The district has emphasized that propping open locked doors represents a serious security breach that jeopardizes the safety of all students and staff on campus. DISD Trustee Maxie Johnson has pointed out the necessity of holding students accountable for endangering safety protocols. This proposed update reflects the district’s commitment to tightening security as well as deterring similar breaches in the future.

Despite having invested significant resources into enhancing campus security measures since previous shootings, security experts claim vulnerabilities persist within school environments. After a prior shooting incident in April 2024, Wilmer-Hutchins High School reinforced its safety protocols by implementing measures such as metal detectors and requiring students to use clear backpacks. Nevertheless, these steps have not completely alleviated security concerns.

DISD Superintendent Stephanie Elizalde acknowledged the ongoing challenges, highlighting the pressing need for safety while also addressing academic issues, particularly in the wake of receiving a C rating from the Texas Education Agency. The revised code of conduct aims not just to impose stricter penalties but to bolster overall security measures across the vast district, which serves around 140,000 students.

Community advocates and mental health experts emphasize that while strengthening school security is crucial, broader initiatives must also be addressed. They advocate for comprehensive mental health support and youth violence prevention programs to tackle underlying issues that may contribute to such violent incidents. The district’s approach to enhancing safety is seen as a necessary step, however, community members believe that addressing socio-emotional factors is equally vital for the long-term safety and wellbeing of students.

This initiative by Dallas ISD raises critical discussions about the balance between maintaining a safe educational environment and fostering a supportive atmosphere for students. As deliberations progress, the community watches closely to see how these proposed changes will unfold and what their impact will be on student behavior and school safety moving forward.
