Designed as a mixed-income community, it will provide 364 units, with 90% allocated for seniors earning below 60% of the median family income. The development aims to improve community resilience and quality of life for its residents, offering various amenities and services tailored for seniors. This project is part of ongoing efforts to address the affordable housing crisis in the Bonton neighborhood.
Dallas, Texas – Construction has officially begun on a new senior housing development called The Culbreath, thanks to a $2 million grant from the Affordable Housing Program (AHP) of the Federal Home Loan Bank of Dallas (FHLB Dallas) in collaboration with Comerica Bank. The groundbreaking ceremony was held on June 24, 2025, with key stakeholders present, including representatives from Volunteers of America National Services and various local leaders.
The Culbreath project is designed as a mixed-income affordable housing community, comprising a total of 364 units. Notably, 90% of these units will be allocated for seniors whose incomes are at or below 60% of the median family income, ensuring that affordable living options are accessible to those in need.
The new development will offer residents numerous amenities aimed at enhancing their quality of life. Facilities include a swimming pool, a fully furnished clubhouse, a fitness center, a business center, and a dedicated onsite Resident Coordinator. This Resident Coordinator will play a significant role in planning services and programs tailored to meet the specific needs of the senior community.
The Culbreath is part of a larger revitalization initiative in the Bonton neighborhood of Dallas. This project is seen as a crucial step toward providing long-term housing stability for seniors in the area. The involvement of Volunteers of America National Services highlights the commitment to creating safe and supportive environments for elderly residents.
Officials from Comerica Bank emphasized the importance of fostering communities that are not only stable but also affordable for seniors. This sentiment reflects a broader mission to enhance the living conditions for this demographic and contribute positively to the surrounding community.
Investments in developments like The Culbreath are also viewed as essential for promoting community resilience. The news of this project coincides with a wider initiative conducted by FHLB Dallas, which awarded $44.7 million in AHP General Fund grants across Texas in 2024. This funding facilitated the creation of 2,409 new or rehabilitated housing units aimed at addressing the affordable housing crisis.
FHLB Dallas, established by Congress in 1932, forms part of a network of 11 district banks within the FHLBank System. As of March 31, 2025, it reported total assets of $109.9 billion. The bank plans to announce its grant awardees for the year 2025 in the fall, which will further support affordable housing projects in the region.
The Culbreath project represents a significant investment in the Dallas community, focusing on the specific needs of seniors and the overall improvement of the Bonton neighborhood. The collaboration between FHLB Dallas, Comerica Bank, and Volunteers of America reflects a shared commitment to advancing affordable housing and enhancing the lives of those in the community.
