Dallas, Texas – A month-long law enforcement operation in April 2025 has led to the rescue of 109 children and the arrest of 244 individuals suspected of online child exploitation. The extensive operation, named Operation Soteria Shield, was a collaborative effort involving more than 70 law enforcement agencies throughout Texas.

Among the 244 arrests made during the initiative, 21 were registered sex offenders. The operation was spearheaded by the North Texas Internet Crimes Against Children Task Force and the FBI Dallas’s North Texas Child Exploitation Task Force. These two agencies worked alongside police departments, federal agencies, state and federal prosecutors, children’s advocacy centers, and the National Center for Missing & Exploited Children to address the ongoing threat of online sexual exploitation of minors.

Law enforcement agencies utilized advanced investigative techniques to identify victims and apprehend offenders. This resulted in the seizure of over 1,130 digital devices and approximately 213 terabytes of illicit data linked to child abuse materials. Many of the children rescued had not been previously identified and had never been reported missing, underscoring the alarming nature of online child exploitation.

The operation highlights a pervasive issue affecting children across communities of various sizes, according to law enforcement officials. The FBI has emphasized the critical role of parents in being aware of online threats to children, particularly those presented through social media and gaming platforms.

Among the significant arrests during Operation Soteria Shield were Harold Lee Hill, who was charged with transporting a minor for sexual activity and may face life in prison, and Michael Huffman, charged with distributing child pornography, who could face a 20-year federal prison sentence.

Dallas Police Chief Daniel C. Comeaux noted the collaborative effort of agencies striving to protect children and hold offenders accountable for their actions. Furthermore, Plano Police Chief Ed Drain reiterated the long-lasting harm caused by crimes of child exploitation and the importance of ongoing law enforcement vigilance.

In addition to the immediate outcomes of Operation Soteria Shield, law enforcement officials remain steadfast in their commitment to ongoing efforts to protect vulnerable children from exploitation and pursue justice against predators. As they continue their investigation, officials are determined to ensure that children can navigate their online environments safely.
